The Swarm Council is the main leadership body behind Neuro-sama's Swarm on Pxls and other r/place clones. It is composed of a group of trusted members from the Neuro-sama community. Neuro-sama's moderators also serve as de facto council members. It has led the Swarm continuously from Canvas 81 and onwards, and has led the Swarm on most pixel canvases since the OTK Canvas.
