The Swarm Council is the main leadership body behind Neuro-sama's Swarm on Pxls and other r/place clones. It is composed of a group of trusted members from the Neuro community, currently comprising 14 council members, and moderators for Neuro also serve as de facto council members. It has led the Swarm continuously from Canvas 81 and onwards, and has led the Swarm during both Sinder's Canvas and Ironmouse's Canvas.
