The War Council (also called Prog War Council and Prog Headquarters) was a secretive anti-Legion coalition led by tam. It was created following the catastrophic defeat of Chinpachi's anti-Legion coalition during the First War Against Legion. It operated between Canvas 34 and 35. The War Council did not engage in any major attacks against Legion, but instead partook in griefs and minor raids, as well as supported other groups that were currently in opposition to Legion (for instance, Simian Sculptors during the Anglerfish War).
