The War Council (also called Prog War Council and Prog Headquarters) was a secretive anti-Legion coalition led by tam. It was created following the catastrophic defeat and disbandment of Chinpachi's anti-Legion coalition (the conseil de guerre) during the First War Against Legion. It operated between Canvas 34 and 35. The War Council did not engage in any major attacks against Legion due to a lack of organisation, but instead did griefs and minor raids (usually at the end of the canvas).
