The Swarm Council is the main leadership body which organizes and facilitates Neuro-sama's Swarm's pixel art and pixel canvas activities on both Pxls.space and other r/place clones.
The Swarm Council can be overruled by Neuro-sama, Evil Neuro or Vedal when commanding the Swarm on pixel canvases. In their absence, the Swarm Council operates autonomously.
