The Cirno Embassy is a faction founded on building the character Cirno from the popular Japanese game series Touhou.
Unlike most factions, the Cirno Embassy is governed by a series of complicated systems, all of which are based on a strict set of beliefs and principles. Below is shown the thought process when choosing a new project to build, and a diagram explaining how governance and leadership works within the faction:
(I can't post images, but imagine a large Cirno being melted down and then put into an ice tray. After freezing the Cirno water, new smaller Cirnos form in each ice cube compartment. That's how leadership and projects are made in CE.)
